"Action failed, unable to refine"

I am Barbarian PW, getting that message every time I try to refine a vanilla weapon to level 1.

I am using * Pisces Tall Handaxes (Vanilla L5) and I have 2 Mirage Celestones in inventory.
Happens with or without using special items. Tried in Tiger and normal mode.

Edit: I should add that the message comes AFTER pushing the 'Refine' button; the axes go in the slot fine and the number of stones needed is displayed: 2/x etc.

Any ideas?

    Is it a quest reward? Those can't be refined.

    No, it's a vanilla set of axes - level 5 bought from the Blacksmith.
