Problem with my aviation quest

Now i may be wrong and it was a long time ago since i got my aviation on oracle

also i didn't bother with it in CB since i had free zen

But isn't my aviation quest suppose to pop up when i hit level 30?

I'm 31 now I've checked everywhere i can think of but can't seem to find it

and now my quests require me to fly up to heavens tear

im a barbarian on heavens tear server

so if im doing something wrong please help me out or is there a problem with my game?
