default character models?

For some reason every character model looks the same to me. It's odd... I can click them and the face icon I see in the upper part of the screen I can see a customized face for each character, but the models I see running around all look exactly alike, same hair, same color and everything. But I know it's wrong because I asked a few about it and I see their real faces and hair and such when I click them and see them in the face icon. I see people's armors and what they are wearing, but not customization on their characters, the model looks default to me... I don't know how to fix something like this...

EDIT: Found out I had at some point accidentally turned off customizations under UI settings.
