Gameplay - Quests - Neverfall Silent Sea - Power of Victory unable to finish

I can not finish challenge "Power of Victory" in Neverfall at coordinate 255,625. I finished all in "The Second Root" and only that is left to get the title "Giant's best friend".
Thing is that I did that challenge once and horn appeared but I did not pick it on time since I was distracted in real life. So horn was gone and then I abandon this challenge to do it again, but now horn never appears again no matter of reset of the challenge. I can heal horns and I know how to do quest. I did all other quests like that and on my alt this one also.
My guess is there is something stuck in game since I did not pick that horn on time on my first try when horn was there. Can you please help?
I tried to logout/login again and abandon challenge many times. I tried even to uninstall whole game in hope it will work but nothing worked. I can hear sounds of horns on required locations but at final location there is just horn sound and horn never appears.
