Bug Report for Third Root Side Quest in Western Steppes

I have completed Second Root 100% in Western Steppes but cannot complete Third Root 97.6% I have tried many times and have been unable to activate one Side Quest (!) located at Victory Horn (252,498). I submitted a ticket and was instructed to place my problem here. Would appreciate any help. Thank you.
