Bound pack items and Useless items that can"t be used.

I am very confused to the reason to adding items to boutique packs that when is won its bound to the character e.g Conflagration Dragon Mount Egg can"t this be adjusted just how some boutique items are limited to only once per account? Who enjoys winning something they can"t stash for a alt, trade or even sold.
When will these Dust fall Ultimate Artifacts be removed from these packs, they literally have no use in the game because the NPC that is needed for them is not even in the game. Its almost like some type of scam add something to the packs that people have to spend their money on to win something that can"t even be used in game.
Its seems to be better just to win a lucky coin rather than that at least i can convert that lucky coin to make teles to use when trying to fill squads.
