Level 9 and 10 Crafting levels

I bought the Crafting books sold in Boutique for 30 gold each. I am now level 101, and have filled up the bar at Level 8. Now I am looking for level 9 and 10 in all of them. There is no concrete info on how to advance to those levels. I have googled, checked database, and Wiki, all info is rather vague. Can someone explain clearly how to advance to 9 and 10? The books don't give that info.
