hello, can anyone tell me why 'Perfect Memory' is disabled please?

    It needs to be activated during an anniversary event. This server didn't had it for this year's anniversary. If your characters has not been present during september 2021, then you most likely don't have it, and if we are getting this event again, during another time, is currently not known. It's also why some players stopped playing right after it became apparent, that this event won't launch for this years anniversary. It's visible and feelable everywhere you go.
