edgerunner skill at neverfall (missing + double)

there are no neverfall skill (westernsteep) named Mortal Chant in the NPC named "royal Knight Hector" in which there are two (2) shield of cataclysm skills in Sanctified Tome I & II

other Edgerunner got theirs' in that same NPC but now its not there. i tried to get them all and use the books hoping its a bug but it didnt give the desired skill "mortal chant"

please fix it
