Can't Pick Up Roll Call Quest?

Since I've started playing again. I've noticed that I can't pick up the Roll Call Quests anymore. Is this normal?

    Then how do we get the attendance sheets for the rings and items in question? It's kind of ridiculous to keep it in the game if they can't be collected.

    I think its mostly just there in case anybody have leftovers they want to use for any of the stuff.
    You cant get the attendance sheets anymore.
