Good luck pack tickets, useless or is there still something coming?

Hello everyone, just a quick question in general.
A long time ago I've gotten my hands on 5 "Good luck pack tickets" which, according to the item description, I could trade for "good luck gift packs" at the PW gift exchanger NPC. The thing is, whenever I have these items in my backpack and go over to the NPC in question, there's not a single option for trading these items in.
So my question is, is there ever gonna be a update of some sort to get this mechanic to work or are these items just a waste of space? I'm not to sure honestly but I've had these items for quite some time now and I'm starting to think that I might have missed the boat on these...

Those are once per toon so if you dont have the quest then you already redeemed it on that toon. Npc the rest

The Good Luck Pack tickets that say they can be exchanged with the PW Gift Exchanger do not work and there are no plans to make them work. They're just a result of staff sending out the incorrect tickets which has happened a couple of times.
