Northern realm passive skills question

northern realm has 2 passives 1 that does 10 magic dmg and 2% skill dmg increase and another of 10 physical dmg and 2% skill dmg increase. my question is does the 2 passives stack in terms of skill dmg increase to a total of 20% skill dmg increase?

    They haven't been released yet, and as far as I'm aware they're still not released in CN so I'm not sure when they will be available.
