Reawakening RB1 - Arcane Sky Unlock issue

Thanks for the report. We understand that you have gameplay concerns regarding the Boundary questline.

Unfortunately, GMs cannot restart or modify your quest progress.

We suggest posting your concerns within the official PWI forum. Other players will be aware of these concerns, and they could provide additional feedback or assistance. We have several sections dedicated to Dungeons & Tactics, Class Discussion, Suggestions Box, etc.

First off, I am Celestial Sage. I was able to Rebirth and have leveled back up to 86 (100 past life, 86 current)
I can enter the Primal World Map
I was able to talk to the NPC and get my Star Chart and the extra items that came with that reward.
I can not talk to the Arcane Sky Envoy or do any of the RB1 50 or 80 Quests to start leveling my Arcane Sky (it isn't unlocked). The pop-up system message did not trigger. I have entered and exited Primal World. I have used the Morai NPC in N. Archosaur. I have also used Messenger of Time to enter. I have also used a Lightning Teleport Stone to port directly into Kirin Town. Nothing seems to trigger the system message to start the Arcane Sky progress.

What am I missing, what do I need to complete to get this to work, since PWI is not broken and GMs cannot assist.

The actual questline for Primal world doesnt start until 90 rb.
