"Glacier City: Refining" not working

Hello,

I was doing the Glacial city quest line for the first time on two toons. I was able to successfully get and complete the above quest on one toon, however the second one is unable to pick it up. The quest guide says the following:

Quest Dispatcher: Frostfold Elder Ariksiy, Frostfold Village (440, 620)

Talk to Frostfold Elder Ariksiy again.
Wait 10 seconds and then talk to Frostfold Elder Ariksiy again.

When I go visit the npc, he has a grey shield above his head and I am unable to take the quest, there is no option for it. It is not in my quest finder list, it is greyed out in my anecdote quest list, and I do not have the quest in my quest log. I am a cleric, so I thought maybe UVD was an issue, but switching between UVD and normal didnt work, neither did relogging.

I was wondering if anyone else encountered the issue, and how was it fixed?

Hmm, I can't seem to find any pre-requisites for the quest that may be missing in this case. I can only suggest to relog or leave/re-enter NR and see if that helps. Otherwise it might be something you need to send in a support ticket for.
