Glitch During Quest "Tortoise Everlasting"

I've seem to have run into a glitch during the quest Tortoise Everlasting. I made it to the marked destination a second or two late after the timer had gone off. However, I triggered the "use telepath charm" and the charm is no longer in my inventory. I went back to the npc I got the quest from but he does not offer me another charm. Appreciate any answers to this! Cheers.

If I remember correctly you should be able to trash the quest and take it again at the Manor of Knowledge NPC and he will give you another charm as that's the first part of the quest.
