can someone tell me where to upgrade a CoM to apex

    You can upgrade it at Katrina Starblaze. She can be found in Neverfall but also in Southeast Archosaur at (570, 628). Talk to her and choose the option "Relic Starblaze" and you'll find the recipe in the "Robe" tab.
