SS quest chain stopped working

I was working on the SS quest chain, but for some reason I cannot get Under the Sea quest. It does not show up in my Find Quest list, and i am unable to resume it. The last quest is Shifting I, but I cant select it either.

How can I continue with the quest line?

    Make sure that you're in human form if you're a veno or a barb or you won't be able to get the quest. I'm not sure if there's any other requirements that need to be met before being able to take the quest. To be sure, does Fleet Commander Corcoran (at the Allied Fleet in Primal) have a silver quest shield above his head?

    Im a cleric. Could uvd prevent the quest from appearing? When i went to the quest giver he had a silver shield above his head but no quest.

    Your arc account is the same as your game account.

    check vitae bar. see if its filled

    It was UVD that was preventing me from seeing the next quest. I should be able to continue now.
