Question about Lord of War - Unique weapon addon

Hello,
I have a question about that unique weapon adddon:

Lord of War Has a chance to recover 20% of HP, and improves Accuracy and Max HP. Lasts for 8 seconds.

This ability trigger when I hit (same as god of frenzy for example) or when someone hit me (same as purify spell for example)?

    the older weapon procs that recover HP or MP are triggered by you hitting stuff normaly.
    it was former ment to be like bloodpaint, in the years before tideborn came out.
