Decreased character speed

Hello everyone, I have a simple question regarding the speed of the character. I have two charactes that when they reach level 100 reduce their movement speed to 4.8 (before they had a speed of 9.6 m/s). Could you tell me if this is normal or is it a mistake? And if it is, how can I fix it?

Its normal movement speed. All new characters get a buff which makes you move faster and a few other things (I Think) which lasts till lv 100 or so many days after its created or logged in after not been logged in for so long. As far as Im aware you cant get it back unless you start another toon. I could be wrong tho but im 99% on this.
