Morai NPC Help

Hello i have a problem with the morai npc world traveler vran, i meet all the requirments to travel to morai but she wont give me the quest i think its glitched, any help would be appreciated

    When you meet the requirements to enter Morai you'll get a popup quest to talk to Spirit Loyan in Elysium Village. You need to talk to her twice and she will teleport you in. Once you've teleported into Morai for the first time you can use the World Guides to teleport into Morai.
