The Imbuned tiger quest is it broken

I have a friend that tried to do the quest chain and there is no quest at the elder. Is it broken

It's not broken but lots of people have trouble picking it up for some reason. Is your friend level 100 on their current reawakening? You won't be able to pick it up if your current level is below 100.

It could be possible they have done some of the quests already as well. There's a list of quests on this wiki page where they can check their quest log for the quests or check the NPCs listed there.
