celestail saint neverfall wlder location for Restoring the Western Steppes quest

I have not been able to find the Neverfall elder for the first celestial saint quests.
He does not seem to be where the wiki states he is at.
Anyone supply so I can update the wiki?

The wiki's information is correct - he is at (318 620) in Neverfall. He's at City Hall but not inside of it - turn right after the gates, past the 3 glyph masters, and you'll see him there at the corner.
