hi noob question.some reason i cant see other ppls skills.any advice pls ty kindly

    Check through your settings to make sure your effects slider is turned up. That setting will disable skill effects if it's turned down. Also check through optimization settings (wrench button at top-left corner of window) to make sure you haven't disabled anything there for skill effects. Can't check in-game at the moment for exact settings.
