No Paperclip event for 105s?

Getting back into the game and catching up. Those S-packs would help but I don't have the Paperclip quest anymore.

It's possible that you started the quest long ago and never finished it so you can't pick it up again until you finish the current one. Look in your Quest Items in your bag and see if you have any World History volumes there.​​
