Will we be able to craft Tier 3 Jungle belts 'Eye of the Jungle-Chaos http://www.pwdatabase.com/pwi/items/28293 ' in order to make the Destroyer belt by combining three Tier 3 Jungle Belts with three Tier 3 Warsong belts?

The NPC to upcraft Tier 1 to Tier 2 to Tier 3 was only located, as far as I know, within Jungle Ruins.
