Reaching Level 40

When I hit level 40 a message flashed across my screen about warriors reaching lvl to report to their "commander"? Well, I was questing and now do not know who to go see.

I am a cleric archer. Any guidance would be appreciated. Thanks.

Do you have 1000 or more reputation? It may have been referring to the Commander-in-Chief (not Trump).
