This is exactly the type of promotion that needs to occur more often. I'ts something people want at a reasonable reward point and useful to everyone whether they're playing catch up or trying to push ahead. I would much rather have this as a spend promo that waste an hours of my life every night finding a group and running an instance on the off-chance that I get something I want.

since they are tradeable you can still buy it from other players. people with money can still catch up and stay up to date without farming the instance, spend promo or not.
it just ruins it for people that actually wanted to farm. once again.
