When do vile scarab (the description calls it 'rat lady'), owl, leather wing, zombie and shambler appear in Magnier for one of theTown in Crisis daily quests?

They spawn during the game's "nighttime". Look at the little sun/moon icon above your minimap on the top-right. When it is 1800-0600, you can do the Vile Scarabs and Suspicious Vampires, and when it is 0600-1800 you can do Hidden Werewolves. The statue quest can be done at any time.

To add onto what cap said, 10 minutes of real time = 1 hour of "in-game time". So the game's day time and night time both last for about 2 hours each.
