Where have we moved the learn production quest??

Cannot find it to get basic craft books. Now, This is my first new char in some time, but feeling silly with all these mats farmed, and no skills to use them. Have checked with Elder, checked at crafters, gone back into Celestial Vale to check there. I have even actually looked in the Find quest in quest log. Please can someone just tell me which NPC I need for this?
