How the heck does a new character teleport to perfect world?

On my old character(2+ years old) I'm able to simply go to a teleport master, select quest related, and their is an option to teleport to Perfect World or Celestial Vale depending where I'm at. On a new character I don't get this option.

    Not all Teleport masters have that option only the ones in like Lost, Plume ect.

    You need to be lv 20 plus to get to pw from the start zone.

    Any toon created before this existed was given the option to remain in pw or go to new starter zone but can go bk n forth I believe but could be wrong.

    Also, I believe that the only teleporter with the "go to perfect world" quest is the one in konton town, which is at the opposite end of the celestial vale from where you start.

    Yeah, you can't teleport to Perfect World the first 20 levels. BUT, someone can summon you. A psychic or someone with a squad signet. Anyway, you still gotta finish the cultivation in Celestial Vale, unless you make a character to be a catshop.
