Provision Convoy spawning time

I waited 4 hours for the convoy to spawn, but since fewer people do Stronghold Assault now, 'cuz higher Sky levels don't have this quest anymore, the convoy spawns so rarely. I'm suggesting it should be made to spawn each 30 minutes or 1 hour. Let's say if the convoy didn't spawn in the past hour, next player who does Stronghold Assault gets to spawn it. I know the quest is random, but the chance is low.
