How to trade weapon to Wang Tsai for materials.

I have an L3 Minister Bow as a quest drop. Cannot be dropped, sold, traded, etc. It says to trade it to Wang Tsai for materials, but I cannot figure out how. Right now it is just taking up space in my inventory.

    You go to Wang Tsai's menu and select "Trade," top one. Then go to the "Basic" tab. Minister Bow is 3rd column over on the top row. All the tradable weapons are here; the reward is the icon for all which makes it a bit confusing. Cheers! :)
