just so everyone knows this quest is broken after a few days of customer support tickets and going back and forth. They said that this quest was broken or glitched, it will take time ( no idea of the time frame) to fix it.
They suggested I posted it on the forum so others would know. You can still make the weapon but just can't do the quest.
