FC Bugged?

So I did my RB2 yesterday.

Been leveling and hoping to go to FC around lvl 70.
Realised I was still "too low lvl" (even though the calendar says lvl70-105)

Could enter, but not enter nor take quests.

Leveled to 85.
Still the same.

I cannot take a single quest in FC.
Even though I have lead.
Even though I'm the higher level.
Even though I'm alone (once its opened)

I need to bring someone else to open FC.
He needs to start the second boss for me too (I cannot take quest).
I blocked when I had to enter to big room (cant take quest).

Anything I could have forgotten or is that a bug?
