Head Hunter npc missing

The Head Hunter NPCs are missing in the following locations:

Archosaur: 554, 653
Etherblade City: 449, 873
City of the Plume: 327, 415
Tellus City: 378, 230
City of the Lost: 250, 648
City of Raging Tides: 666, 123
Dawnglory: 759, 861

i have visually checked each location for the NPC, and none of them are there. (as of 12:00pm EST)

Edit: this is on Dawnglory server only.
