How to learn Craftsman Skill - Level 4?

Hey guys, I need some help here with my crafting skills.

I am currently lvl80 and I just leaved up 100% level 3 craftsman skill. The system did not promte a message to talk to elder in Arch. So I went there myself and tried to learn the lvl4 craftsman skill. But it said 'unable to learn this skill'. I mouse over the skill's name and discription, it says 'Mastery Level 30/45'

I pressed R to check my skills there and it says 'prof 30/30 Level 3'

Can anyone tell me what's going on here? and what am I missing? Thanks lots!!

Manufacture 10 level 2 ornaments until the manufacturing skill bar reaches 100%
Talk to any Elder to "Learn Manufacturing Skill"
Pay the required coins and spirit to learn level 3 Craftsman

Level 4

Requisite Level: 50

Requisite Production Level: 3 with 100% mastery level

Upon reaching player level 50 with level 3 Craftsman skill, a system message appears to talk to the Elder of Archosaur (571 648)
Talk to the Elder of Archosaur (571 648)
Talk to Craftsman (556 622)
Manufacture the following 2 stars ornaments:
Dragon Scale Necklace = Gravel (2), Yellow Jade (1), Amulet Wood (2)
Wavewatcher Pendant = Rough Fur (6), Yellow Jade (1), Amulet Wood (2)
Ring of Magical Skies = Gravel (3), Yellow Jade (1), Amulet Wood (2)
Return to the Craftsman (556 622) with the above ornaments and 10 Rubstone Powders to obtain the Apprentice Craftsman skill book
If necessary, manufacture level 3 ornaments until the manufacturing skill bar reaches 100%
Talk to any Elder to "Learn Manufacturing Skill"
Pay the required coins and spirit to learn level 4 Craftsman

Amulet Wood = Rough Lumber (2), Concentrated Glue (2), Purified Oil (2)

Level 5

Manufacture level 4 ornaments until the manufacturing skill bar reaches 100%
Talk to any Elder to "Learn Manufacturing Skill"
Pay the required coins and spirit to learn level 5 Craftsman


Level 6

Requisite Level: 80

Requisite Production Level: 5 with 100% mastery level

Talk to the Craftsman Chu (238 779) at Sirry Wine Village
Manufacture the following 2 stars ornaments:
Radiant Collar = Reinforced Leather (5), Broken Cyan Jade (1), Buddha Wood (2)
Dawdler's Belt = Reinforced Leather (5), Broken Cyan Jade (1), Buddha Wood (2)
Sinking Star Ring = Charcoal (3), Broken Cyan Jade (1), Buddha Wood (2)
Return to the Craftsman Chu (238 779) at Sirry Wine Village with the above armors to continue with the quest
Manufacture the following 2 stars ornaments:
Ring of Open Sky = Corundum (3), Broken Cyan Jade (1), Buddha Wood(2)
Artist's Pendant = Corundum (2), Broken Cyan Jade (1), Buddha Wood(2)
Talk to the Good Old Chang (129 757) with the above ornaments he will give quest for the skill book
Return to the Craftsman Chu (238 779) at Sirry Wine Village to obtain the Advanced Craftsman skill book
If necessary, manufacture level 5 ornaments until the manufacturing skill bar reaches 100%
Talk to the Elder to "Learn Manufacturing Skill"
Pay 100,000 coins and 50,000 Spirit Points to learn level 6 Craftsman

Buddha Wood = High-Grade Lumber (2), Colored Glue (2), Glaze (2)


Level 7

Manufacture 20 level 6 ornaments until the manufacturing skill bar reaches 100%
Talk to any Elder to "Learn Manufacturing Skill"
Pay the required coins ($200,000) and spirit (100,000) to learn level 7 Craftsman
