Stuck in a loop?

My character in question, LilianMae, is a level 45 and obviously started off in Celestial Vale. Upon leaving ''home world'' each character get the ''meet General Summer'' quest. When I first left Celestial vale, I got that quest, and those that followed, I am doing them with my other character as he is level 35. With LilianMae I went back to Celestial Vale to help a friend with a quest, Snowgrind Fox. We logged off shortly after that. The next time I logged in I went back to Perfect World and it was like I was a low level character again. I was to go see General Summer, I thought it was odd, and when he was welcoming me to Perfect World, I figured something was up. I did a few quests thinking it would fix itself. I logged off for a few days and when I logged on the same thing, still the low level quests that I had already done. Am I possibly stuck in a loop?

    On a side note about this issue...I have contacted PWI through e-mail and they believe it is a game play bug and suggested I post here.
