This set has only been given out as a price in a couple screenshot contests in the past, so yeah it's pretty much the rarest fashion in the game.

The contest set is the Exiled Dark Diva set. That set also should have been released by now though as promised.​​

If you look on the ecatomb site this is the celebrity male set, though pwdatabase.com calls it headliner
