Mysterious Echo quest bug??

I found the NPC, but there is no quest from NPC / can't talk to the NPC that i found :|
(my quest log not full at all, inventory still have many slots also)

    Did you actually had a (homestead) quest that involved this npc? If you didn't had any quest involving this npc before obtaining and using the scroll you won't have it after using it tho.
