Is a Dragonbreath weapon from Uncharted Paradise really the most powerful weapon in the game?

Will a dragonbreath weapon be more powerful than the yet to be introduced g17r5? will it be more powerful than rrr9 or the ridiculously overpriced chinese rrr9?

if so , will a g17r5 or rrr9 weapon (and g16/rrr9 armor) be required to obtain the materials for a dragonbreath weapon?

    The mats from Uncharted Paradise are for making g17 weapons, Dragonbreath is just the name they are giving them.
