Cross Server TW bids

Factions with 1 territory will have a better chance of a successful sign up than Factions that hold no territories.
The priority for choosing factions is: Factions with 2 or more Territories, Factions with 1 Territory then Factions that do not hold any territories.
The faction i'm in has land on our server TW map and we bid for this, yet there is a faction with 0 lands on TW map who had a bid and now has a X server TW battle. Surely this shouldn't have happened? Or is this another perfect example of PWI introducing something and still being unable to follow their own reqs.
Reminds me of when they put S pack as a log in event but then randomly changed it to A pack midway through..
