About the Gold Lighter Vendor Shop (Eclipse)

I was out of game for a while, and now I see a lot of new shop. like the old white lighters shops, but now in a GOLD color, so my doubth is that Gold lighter shop a kind of reward for quest or logging event , or charge gold or something?
or there is a way to get them yet?
