Does the Dragon Orb Flame from the charge promo bind?

I've found some stuff that makes me think it does, namely a separate item ID. On the other hand neither it nor it's 11* equivalent on the DB have the "Can not be used to make higher rank Dragon Orbs at a Jewelcraftsman." text on the db which all the non tradable d orbs I know of seem to have. Suffice to say I'm unsure and reluctant to spend 32k points test it so does anybody have any idea?

    short answer, yup. long answer, the ones i've got in the past were bound, so unless they went through the trouble to do a simple code modification, so ... yup, bound

    you still needa binding charm to use it on r999. its just 50 silver though, so all it take is one ext

    the 12 is gone, its the 29th..its listed as 28th only, and the 11* is suppose to be there on the 30th
