What NPC do you get your FB19 from?

I am a lvl 24 mystic and haven't got the FB19 quest yet.Are the FB'S all different now in PWI Eclips?

    Tideborn and earthguard never had a proper fb19, and nothing with tabs. Tideborn had to enter a room and kill a boss, but it wasn't a full dungeon with mobs - just had the boss. Earthguard never even got the room, just a boss on the main map. I don't know if the quest has changed since the new starting zone though. The cave in Celestial Vale is really the new fb19 I guess, but no tabs.
