New quests Blessings of Summer and Tricky Fight

I have tried both quest and can't seem to find the NPC. Is this quest broken or am I not doing something right? If it's timed why doesn't the quest give more info. or something? Thank you.

Probably going to need to open a ticket to the Support team. PWI doesn't have a CM, even then they don't frequent this forum. This place is mainly for players to help players, but I'm not aware of any issues with the event. I'm not aware that it's functioning either though. I haven't been in-game a lot lately.0
