Certain enchants can be easily upgraded in to transcendent cause you can buy perfect ones for 1-1.5kk AD and then it's quite easily due to RP from dailies.
What one's would that be? The cheapest ones I see go for 5 million+
I've seen trans Barkshield being sold for ~2.2kk AD and i've bought trans terror for ~1.1kk AD (someone made a typo with the buyout i guess)
My point was that perfect enchant are very cheap. Barkshield ones can often be bought for ~1kk AD, Plague Fire for ~1.4-1.8kk, etc. Upgrading from Perfect to Pure and Trans is actually not that hard imo.
Ofc the better ones such as Negation cost even 10kk AD for perfect, but that's a different story.
Are these enchantments broken for everyone? Or does it only happen sometimes? If you guys can PM me more specific information, that would be amazing. I'm really trying to get this one reproducible on our end.

For terror enchant, it happens for everyone. I tested this about a month or so ago with different ranks of Terror enchant on dummies and found that when using it, the dummies received a defense buff as I would get a (<font color="orange">HAMSTER</font>) values whenever I used Terror and none when I was not.
I cannot confirm regarding order enchants as broken for everyone or happens sometimes as I am not willing to spend that much AD to test it.
Lol, that's strange, i've tested the T.Terror yesterday in iwd vs a friend , he has checked in "live" with his alt tab open and the debuff on his defence worked well ( 40% less, from 3400 to around 2000 ), not the same for the debuff on power, just around 15% of debuff on his power value ( from 15k to 13k ). The root effect was applyed just one time.
Is possible that work almost wai( not regarding the debuff on power ) vs player but buffing the npc ?

...try it in PvE and see your damage decrease. It's a wee more difficult to get Mr. Trashmob to tell what the "Defense" line in his char sheet says, but the damage dealt decreases, and the efficiency goes down. Reproducibly. Not yet so sure re. Power debuff.
