Shadow of Demise not proccing from an at-will?

My TR doesn't proc shadow of demise using at-wills from stealth. (most of) my encounters proc it. The tooltip clearly says my powers, not encounter powers, proc it. Is this WAI? Ninja nerf? Or am I bugged?

    At wills arent powers. Encounter and Dailies are.

    Funny, they're listed in the page named "powers" and every other tooltip for a feat that works with encounter powers only actually says encounter powers.

    Yeah the tooltips has always been inconsistant in its labeling for things. think what it means that it only works for both encounter and dailies since they are powers instead of just encounter powers.

    used to work with at-wills, but they broke it when mod6 went live and never bother to fix it.

    they broke it when mod6 went live and never bother to fix it.

    it was way too over powered in all mod5 so they fixed it

    It was bugged and could multiproc on same target with certain weapon enchantments. The fix to this issue broke SoD. I cant remember anybody complaining on SoD, except of the multiproc bug which indeed was gamebreaking

    Has this ever been acknowledged by devs? It has a significant impact on PVE performance.
