"Explosions" when entering new areas.

Is anybody else seeing all those random "explosions" when you enter a new area? These huge imploding(?) spheres in the air that looks like one of Control Wizards dailies going off all over the place.
If those are intentional, then i don't understand the purpose. It looks more like a repeating graphical bug.
