Can't use my Artifact

How come my character can't use any artifacts? Each time I try, it keeps saying "Can't do that right now". I have tried unequipping and re-equipping them several times, only to get the same message. I tried changing instances and logging out and back in several times, only to get the same message each time I try to use my artifacts.

    Are the timers down on them? You mentioned that you continuously re-equipped them. I've never heard of a bug that doesn't allow a person to use an in-game feature like this one before... If this problem persists, I would contact support and inform them of this glitch. This definitely will impede the play-style of players if this is truly a bug with the system, as it can then be a possible glitch for others as well.

    I thought I had an issue with mine, and it was my error. I was trying to Pray, as I was hitting the right arrow button instead of the B button. Still do it at times...lol
