Profession Assets/Tools Upgrade query

Just wanted to confirm whether upgrading a rare profession tool, say, a Steel Bezel Pusher(BLUE) to Mithral Bezel Pusher(PURPLE) has 100% success rate. And whether the same principle applies when upgrading a rare profession asset like a Master Jewelcrafter(BLUE) to a Grandmaster Jewelcrafter(PURPLE). Thanks.

    Assets and Tools will be upgraded with a 100% success. No risk of failure.

    Chance on success will be only seen for rank 3 jobs or for creating the ressources on alchemy leveling.
    Maybe some other profession jobs as well (I don't know anything about jobs yet), but never for upgrading tools and assets.

    If you do not see Tiers such as Tier 1, Tier 2, Tier 3 in the result description, it means it is 100% success.
